I do not think that injection of Botox directly interferes with third eye function. Technically, a person who is completely paralyzed could have fantastic third eye function and be able to demonstrate astral projection, telepathy, clairvoyance and many other nifty third eye skills. I do, however, feel that it is a dangerous and inefficient way of bringing balance.
If you want to use Botox solely for cosmetic (vanity) use, I would strongly urge you away from it. Paralyzing the muscles in your forehead to minimize the look of a furrowed brow is not going to make you a better person. It is an artificial way of improving your feelings of self worth. I would urge you to first look at why you aren't happy with your appearance.

Using a potentially toxic substance to temporarily change the way you look will not necessarily change the way you feel about yourself. Instead, focus on physical health through eating a diet rich in fruits and vegetables, minimizing junk food and fast food (which do not honor the body), and engaging in regular joyous exercise like dance, martial arts, tai chie, chi gong, or yoga. These activities will all reduce stress (thereby indirectly reducing the "furrowed brow" look), and improve your self image in such a way that improves your entire life.
